And, not only that, but when the future needs are having to be dealt with, only the larger, less good companies have persisted, so only they can provide the services, and can charge what they like! However, what we get for it appears to be inferior: so therefore I would add that the larger companies may bid lower, but somehow they're not providing value for money...and perhaps building up costs in the system which require addressing later on.
